Why is the best food found in the fishiest-looking restaurants?

And I’m mostly thinking about Chinese restaurants. Maybe I’m subjective. Maybe I’m just attracted by cheap food made by a cook that doesn’t speak English, served in a shady place, with a hand written menu.

I still don’t get why Americans don’t include all taxes in the prices:
“How much is that?”
“$6.50”
“I’ll have one”
“$7.07, please”
(“.. but… didn’t you just..?”)
